Guidelines
Each Trac project should specify the license used by ARCS and also list the license that applies to other software used.
When packaging an RPM, the SPEC file License tag should list the licenses used by all software/libraries contained in the package. It could be worth creating a LICENSE.<library> file in each package so it is clear which license applies.
All software developed by ARCS should use the same license, eg. GPL. A package should then specify GPL, MPL in the case that it includes Mozilla licensed software.
